Barnes & Thornburg and Policy Analytics Half-Day Conference: 2025 Legislative Changes Affecting Local Government Funding and Operations

By the end of the 2025 session of the Indiana General Assembly, several laws, including Senate Enrolled Act 1 were enacted that created dramatic changes to Indiana’s property tax and local income tax systems as well as other key areas of local government operations.

Many of these changes were expected to have potentially devastating impacts on the annual revenues available to local governments and on several of their key operational areas for years to come. 

To help local governments prepare for these changes, Barnes & Thornburg hosted a dedicated half-day conference for city, town, and county officials, focused on how the newly enacted laws could affect funding, budgeting, and planning at the local level.

Attendees had the option to participate in one of two conference sessions—morning or afternoon—held in Indianapolis, Fort Wayne, or South Bend. Each 3-hour session provided practical guidance and facilitated discussion on the immediate and long-term implications of the legislation, including strategies to avoid some of the negative impacts that could arise for those unprepared.
