Joe has advised clients on numerous matters before the Federal Energy Regulatory Commission (FERC) including issues arising under the Federal Power Act, Energy Policy Act, the Natural Gas Act, and the Public Utilities Regulatory Policies Act. He has appeared before more than 35 state regulatory commissions and supported clients in interactions with myriad federal agencies including FERC and the Departments of Energy, Commerce, Homeland Security, Agriculture, and Small Business Administration.

Joe also helps emerging businesses develop go-to-market strategies and capitalization efforts for new technologies in a wide range of industry sectors, including clean hydrogen energy, solar, energy storage, quantum computing, banking, distributed ledger, water, waste management, plastic recycling, internet, and data connectivity, aerospace design, and cellular app processing.

Joe serves as the executive director of the Transformer Manufacturing Association of America (TMAA), a trade association supporting the domestic transformer manufacturing sector. He helped form the TMAA in 2021 and now leads its administrative function as well as its involvement in federal activities, including supporting the organization before various White House offices, the Hill, and several federal agencies such as the FERC, the U.S. Department of Energy and the U.S. Department of Commerce.

Prior to joining Barnes & Thornburg, Joe held leadership positions at several international law firms in Washington, D.C., representing energy clients in both utility- and distributed-scale renewable energy generation projects, nuclear generation facilities, and LNG storage and trucking facilities. He also served as an assistant general counsel at Exelon Corp., one of the largest integrated energy companies in the U.S.
