Roscoe Howard brings decades of experience in defending corporate and individual clients in white collar criminal matters, complex litigation, regulatory investigations, and ethics issues. Having handled over 100 federal prosecution cases, he defends client rights in all venues, against both state and federal agencies.
Roscoe is a former U.S. Attorney for the District of Columbia, the largest U.S. Attorney’s office in the country, where his office handled both local and federal prosecutions. He understands how the government conducts both criminal and regulatory investigations, allowing him to employ vigorous tactics and productive decision-making. Roscoe has handled multi-jurisdictional and international matters, as well as congressional matters.
Roscoe has handled investigations as diverse as a state’s sanctioned investigation of one of its public universities to being appointed by the United States Department of Commerce as the Special Compliance Coordinator to monitor, assess and report on the U.S. export control compliance of Zhongxing Telecommunications Equipment Corporation, of Shenzhen, China, and ZTE Kangxun Telecommunications Ltd. of Hi-New Shenzhen, China (collectively, ZTE). This is the largest monitorship ever awarded by the federal government.
Beyond his active legal practice, Roscoe contributes to the legal community as a speaker and author. He shares insights at national white collar crime seminars and has penned articles on criminal law and procedure.
