For more than 40 years, Tom Pitman has guided public entities through sophisticated and complex municipal finance transactions. He provides public finance and municipal law guidance, serving as bond counsel and special redevelopment law counsel in connection with the provision by local governments of economic development incentives to companies to help those local governments attract jobs and investment.

Tom represents clients as bond counsel in a wide range of tax-exempt and taxable bond issues of governmental entities all over Indiana, including tax increment and utility financings, as well as revenue and general obligation bond financings.

Tom is the principal author of “Handbook for Indiana Redevelopment Commission Members and Their Attorneys,” updated annually and widely recognized throughout the state of Indiana as perhaps the premier reference treatise for local government and redevelopment officials and their attorneys. 

A veteran in the field of Indiana public finance and redevelopment law, Tom has authored numerous articles in the areas of bond financing, redevelopment and municipal law and public finance. He is also a frequent speaker and panelist at educational seminars and was the founder of “Local Government Attorneys Workshop,” which annually draws to the offices of Barnes & Thornburg nearly 200 local government attorneys across Indiana for a one-day educational seminar, and which has been a mainstay of continuing legal education for Indiana local municipal lawyers for more than 30 years.
