Barnes & Thornburg and Policy Analytics Half-Day Conference: 2025 Legislative Changes Affecting School Corporation Funding and Operations

By the end of the 2025 session of the Indiana General Assembly, several laws, including Senate Enrolled Act 1, were enacted that created dramatic changes to Indiana’s property tax and local income tax systems as well as other key areas of school corporation operations.

Many of these changes were expected to have potentially devastating impacts on the annual revenue available to school corporations and several of their critical areas of operation for years to come.

To help schools prepare for these changes, Barnes & Thornburg hosted a dedicated half-day conference focused on how the newly enacted laws might affect funding, budgeting, and planning at the local level.

Attendees were able to choose from one of two conference times—morning or afternoon—held in Indianapolis, Fort Wayne, and South Bend. Each 3-hour session provided practical guidance and offered opportunities for discussion on both the immediate and long-term implications of the legislation, along with strategies to mitigate potential negative impacts.
