Paul Kisslinger Joins Barnes & Thornburg as Co-Chair of the Financial and Regulatory Litigation Group

WASHINGTON (April 24, 2025) – Barnes & Thornburg is pleased to announce that Paul W. Kisslinger has joined the Washington, D.C., office as a partner and co-chair of the firm’s Financial and Regulatory Litigation Group.
With decades of experience in the public and private sectors—including more than a dozen years trying complex, high-profile cases for the U.S. Securities and Exchange Commission (SEC)—
Kisslinger steers clients through high-stakes regulatory enforcement actions, internal and governmental investigations, and securities and corporate governance matters.
He handles enforcement actions brought by the SEC, Department of Justice (DOJ), Financial Industry Regulatory Authority, and other state and federal financial regulators and self-regulatory organizations. He regularly defends corporate clients and executives in private shareholder class action lawsuits and actions brought by private qui tam plaintiffs under the False Claims Act and state law equivalents.
“Paul is an accomplished securities and regulatory enforcement litigator and exactly the kind of strategic partner our clients need as they face complex legal hurdles—from high-stakes governmental investigations to private actions and corporate investigations,” said D. Randall Brown, chair of Barnes & Thornburg’s Litigation Department. “In this period of rapid-fire change out of Washington, we remain committed to ensuring our clients receive best-in-class counsel and representation.”
Earlier in his career, Kisslinger served as Assistant Chief Litigation Counsel for the SEC’s Enforcement Division. In this role, he investigated and litigated some of the agency’s most complex cases covering the entire SEC portfolio.
“Paul provides clients with sophisticated guidance and brings a collaborative, responsive approach to even the most complex multiparty matters,” said Roscoe C. Howard, Jr., managing partner of the Washington, D.C., office. “He has strong ties in the D.C. legal community and a deep understanding of the key agencies regulating our clients. I’m thrilled to welcome him to our team.”
Kisslinger earned his J.D. from the University of Pittsburgh School of Law and his B.A. from the University of Pennsylvania.
